Education is an important part of social life. The development of education, can directly affect all aspects of social development. Therefore, more and more public and media always pay attention to a variety of highlighted issues in the education field, such as the problem of primary and secondary school choice, the phenomenon of education fees in disorder, "the industrialization of education", the inequality in the University Enrollment, the unreasonable distribution problems with education resources and the problem of insufficient proportion of full-time teachers in the education and so on. In fact, these issues have the same feature that they are associated with education equity and education efficiency.Therefore, to solve these problems, in essence, is to solve the problem that the relationship of education equity and education efficiency. Taking the education of Shaanxi Province for example, this paper makes the education equity and education efficiency as the breakthrough point, and uses theoretical and empirical analysis to measure reasonably the education equity and education efficiency that followed by an assessment of the relationship between each other. Then, this paper evaluates the inadequate of education development process of Shaanxi province comprehensively, and provides a reasonable policy suggestions.According to the data related with education of Shaanxi province from 1997 to 2008, this paper uses the gap analysis tools of statistics including the Gini coefficient and the Theil indexes to calculate the value of the education equity basing on the mean years of schooling., then decomposes the Theil indexes that analyzing the regional gap and the gender gap in the education development of Shaanxi province, and gets the conclusion that the education condition in Shaanxi province have greatly improved but the rural education is still the key point of the whole education. In order to study the education efficiency, this paper selects some reasonable input and output indexes, and measures the overall education efficiency of Shaanxi by the data envelopment analysis. According to the classification that elementary school, junior and senior middle school, and high school, this paper calculates the value of education efficiency, and then we can get that the overall education efficiency of Shaanxi has increased year by year, but the education efficiency presents different trends in different education period. In order to resolve the problem about the relationship between education equity and education efficiency, this paper uses the measuring analysis by Ordinary Least Squares, Cointegration Test, Granger causality tests and Quadratic function method, to obtain gradually the conclusion:their relationship is an u-shaped-in reverse, that is to say, in the short term, the improvement of education efficiency makes education equity decline, and in the long term, when the value of education efficiency achieves the critical value, it will promote education equity and narrow the education gap. This conclusion provides mathematical theory of support to the relationship between education equity and Education efficiency.The paper provides the reasonable policy suggestions for the education equity and education efficiency of Shaanxi province, and points out the deficiencies and further study in the end.
