The moral education in primary and secondary school is facing the austere challenge caused by the contemporary society with multi-cultures and multi-values. Based on that fact, the paper deals with the educational model of developing the primary students' moral ability and introduces a case study about the model. The educational model is built on the theory of moral development and other relevant theories and founded after long and practical verification in primary schools. The model stands by the basic ideas of paying attention to subjective needs of the pupils, of respecting the individual differences and of improving the development of the individuality, focuses on developing the primary students' moral ability and regards the moral judgment, the moral selection, the moral experience and the moral practice as the four basic abilities, which should come into being in the moral development of the primary students. The relationship among the four abilities and the characteristics of their formation and development are " HOLISTIC DEVELOPMENT, PERIODIC EMPHASIS CIRCULAR ADVANCEMENT." .The operational system of the model includes the educational principles, the operational structure, the operational procedures, and the methods. It consisted with the core and supporting parts. The core parts have five phases referring to catching, designing, preparing, teaching, and waiting, and teaching,and teaching is the key phase that has four steps,which refer to " being inspired in certain situation, contradictory experiencing , selective judging, self—directive acting ". The supporting partsare composed of experiencing practice and building atmosphere. The experiencing practice provides with emotional and cognitive basis for the development of the primary students' moral ability, and the building atmosphere provides with the basis of material and humanistic environment.After being studied for many years, the model has been recently applied in many primary schools of Shanghai.
