With the establishment of market economy system in China, multi-development has been characteristic of modern society. In education, since the state encourages schools run by individuals instead of by the government, which used to be the only authoritative part, primary schools have become one of the important parts of China educational system.Compared with the traditional education patterns, the development of private schools is an innovation under the condition of market economy. However, due to the belated legislation in this field, many problems have arisen in the management of private schools, one of which is the inefficient work of physical education. For one thing, the government stimulates individuals invest their capital into education, for anther, the private schools are supposed to provide sufficient educational resources to meet the requirement of the state, since PE class plays an indispensable part in the cultivation of students'positive life attitude, emotion and view of value, which cannot be fulfilled to some extent by other disciplines.In the thesis, some scientific research methods are applied, namely, documentary evidences, questionnaires, interviews, statistic analysis and logical analysis and induction. School leaders, PE teachers and students in 18 typical private primary and middle schools in Hohhot are selected as subjects, and the survey mainly covers the following aspects: the total investment and investment style of each school, the number of playgrounds, gyms and other sports facilities, the number of PE teachers, PE activities in and after class, etc. With the survey and analysis on the status quo of these private schools, their problems and deficiency in the physical education are pointed out in great detail and some effective proposals are brought forward for the progression of physical education in these schools.The findings show the following problems of private schools: Because of low investment in PE and insufficient sports facilities, it is quite difficult to fulfill the teaching aims of PE classes; While PE classes are offered in these schools, they can hardly reach the new standard of PE classes set up by Ministry of Education because of tedious and sometime random athletic activities; Most of these schools haven't set their own PE curriculum, and still view students'performance in constitution exams as their scores of PE class; The unreasonable extra PE exams before the senior middle school and college entrance exams conflict to a large extent with the present new standard; Students are unsatisfied with athletic activities and teaching methods after class though doing morning exercise, interval exercise and other after-class athletic activities; Few of these schools participate in the athletic competition held by local government and the authorities of the autonomous region, and amateur sports teams which can persist in training are almost scarce; the majority of PE teachers, graduates from universities or colleges, are in their twenties, and haven't yet been evaluated in their professional titles because of the incomplete system of school authorities; with the limits in athletic facilities, monotonous PE class and after-class sports activities render students uninterested in athletics.In response to the above findings, some constructive proposals are brought forward to promote the progress of physical education in these private schools in Hohhot. First, the schools are supposed to set feasible PE classes according to their respective surroundings; Second, efforts are made to enrich the activities in morning and interval exercises and after-class sports activities; Third, all rights of PE teachers should be guaranteed with the relevant legislation; Fourth, Some social assessment institution must be constituted to evaluate and supervise the development of physical education in private schools; Lastly, macro-regulation function of the government have to be played to encourage and support the private schools'development with effective measures like cooperation, adjustment, combination and coalition.Some constructive proposals are put forward in the thesis: Some preferential policies for private schools should be worked out and enforced by the authorities of the autonomous region and the educational authorities of leagues and cities at all levels; The supervision of private schools is expected to be conducted by some social agencies instead of the government and the assessment system of private educational institutions should be set up; The authorities should lead private primary schools in the country to expand their scales through collaboration, combination and incorporation.
