| In the basketball game, if teams are close in level, the confrontation will be intense and full of suspense, which means more fans will be attracted. Therefore, both of NBA League and CBA League have set up a check-and-balance system so that their teams have close strength. To find the two systems'differences and what factors impact the development of CBA League most, comparative studies are conducted by means of literature, interview, on-the-spot investigation and logical analysis. The results of this study will help our basketball management center strengthen its control of teams'strength, so that the quality of the game could be improved, and more fans could be attracted, which will promote the development of CBA League.According to the studies:(1) NBA League has a perfect check-and-balance system that has been effectively used to prevent the domination of one team and ensure the basic balance of power among teams. The check-and-balance system of CBA League is not perfect by far, and it is not good at balancing the teams'strength using the system, which would affect the normal development of CBA League. (2) With the selecting-performer system, NBA League could effectively control the club to take in new players, so the teams are checked in strength; the "shaking-table tennis" system for selecting performers not only cares for those weak teams, but also takes into account the interests of other teams. However CBA League still uses the "down list" system for selecting performers, which has been eliminated by NBA. Under the imperfect selecting-performer system, the clubs take in new players mainly through self-cultivation, which weakens the managers'control of the teams'strength. (3) The transferring system is another important means to balance the teams'strength used by NBA. The active transferring market has proved its vitality. The transferring system of CBA is not perfect: it just considers the interests of the clubs and stresses the priority of registration; the transferring system and the crew training system are in conflict, so they can not effectively achieve a balance among teams. (4) The salary restriction systems of NBA ensure the fairness of signing, for it prevents the club from looting stars because of its strong financial strength. Otherwise the games will thus lose the confrontation. In contrast, the salary restriction systems of CBA is still not perfect, the management is not in place, only a formality, and the clubs basically manage by themselves, so the managers of CBA nearly have lost the ability to balance the teams through this measure. (5) Based on the market, taking into account the needs of fans, NBA League emphasizes the balance and confrontation among all teams in all arenas, which helps to attract fans with host–team effect. But in CBA League, because of its uneven strength between the North and the South Division, the tournament did not create the necessary suspense and the host effect was not fully reflected. (6) The access system of NBA League has gained exemption from the anti-monopoly law of the United States, which ensures the scarcity of high-level game, the stability of the market and ensures the quality of the game. The access system of CBA League is not yet fully market-oriented, but still in the stage of regulating. The specific judging system hasn't been set up on what effect a new team will bring on the market, the existing clubs and the quality of the match.
