The time's rapid development footsteps have caused the thought transformation of people and huge transformation of education. The teaching activity is one kind of complex multi- stratification planes dynamic processes which needs to mobilize each kind of effective factor especially the students ' positive interest. The traditional teaching activity of instruction - accepts refers to that the students accept or grasp the system knowledge and the skill through the language instruction and the demonstration of teacher's. Because in that way the teacher is taken as the leadership, the students' main body nature is easy to be oppressed; the students will fill baldness; the teaching activity is easy to break away from real life and fall into mire that the student memorizes by rote.The production and the science technology development need urgently the talented person who is creative and the enterprising. In order to train that kind of person we must change old teaching model and get a new one. In my opinion this activity-based inquiry teaching model is a result of age development and a new teaching model which tallies today educational needs.Thus, based on previous research and practice, this paper put forward the activity- based inquiry teaching model. It introduced the theory base, analyzed main factors, put forward the designing model of this model. It includes: confirming activity aim,analyzing students'characters,establishing activity surroundings,developing cooperating activity and evaluation. At last by the method of instructional experiment, this text verified the effectivity and the value of expanding this model.
