Under the leadership of Inner-Mongolia Education Department (IMEP), Inner-Mongolia Basic Education Research Office (IMBERO) has been engaged in serving the primary schools and secondary schools around Inner-Mongolia Autonomous Region (IMAR), that is, carrying out our state education policies and the state curriculum, making the teaching work more regulated;revising the teaching materials to meet the need of all students, instructing the teachers with their lectures and also organizing some teacher's refresher courses and setting up the model teaching pattern. IMBERO plays an very important role in the basic education development of IMAR.With the education development, that is, the reform of basic curriculum and attainment-education, there comes the higher-leveled requirements of teaching ability to the teachers, and the challenges to the IMBERO, too. Rethink what we have done, we can clearly realize that there exist many problems which become the impacts in the education development and IMBERO itself, All these problems appears in the following aspects: the function of IMBERO, the detailed working contents of IMBERO, the ways of teaching research, the setting up of its regulation, the refreshment of the organization. IMBERO really need to be improved in order to adapt the situation of regional education development, which will further direct deeper education reform.This paper focus on analyzing the main problems of IMBERO and the solutions to these problems. The main problems are those: the unbalanced functions of IMBERO, the narrow area of its research work, the outdate teaching means and the wrongly-located researcher. The solutions to these problems are those: 1. to make clear direction of research work in IMBERO, and get each member of IMBERO into the leading group of his own subject ; 2. to enlarge and widen the research field and locate working points; 3. to reform the research patterns and pay more attention to its public practical results; 4. to give clear assignments for each researcher in IMBERO and improve their ability of scientific research; 5. to make the regulations more perfect and create the new suitable working process ; 6. to manage for more support from the IMED and make sure the research work successful .Making clear understanding of the point above will be benefit to IMBERO to have more newly-sighted views and to know where to go, be benefit to it to promote its research work developing smoothly, be benefit to it to locate its working targets and rise the teaching level in education.
