| The university culture is an important impelling force of the higher educationdevelopment, also is the power marking of university's core competitive. Recently thehigher education appeared essential camouflage and narrow-minded being of practicein the development, how to bring honor to the university culture spirit, enhance thepersonal status and the style of the university culture, and make the higher educationdeveloped healthily with cultural power, has become an important problem to whichthe education scholar and the managements have paid attention generally.This paper has proved that the university culture works in the higher educationdevelopment of inevitability through annotating the essence and function of highereducation. In this foundation, it has carried on abundant foundation theories toinvestigate and study, a series of basic theoretical problems which involving to theuniversity culture have made to a comparative systems demonstration. Thesis mainlyconsists of two sides: first is the action mechanism of university culture as studystrategy to the higher education development while studying from the culturalcharacteristic of university culture, another studied from the relation of universityspirit culture, system culture, environment culture and university person,is themechanism of university culture as research object's function, the anti-action hasdemonstrated at the same time. At last proposed the bidirectional construction ofuniversity culture and higher education from the macro view, prospected theforeground of cultural university.The research indicates that, first university culture's identity and details is theheadstone for development of high education, second university culture is usingeducation through a culture to promote the carries of university person developmentto push forward the development of higher education, third cultural university is theoutcome of bidirectional construction of university culture and higher education.
