The Research On Standard Of Higher Education Administration Action

The redistribution of different kinds of benefits and authorities in transforming period makes it have important significance for the satandardization of higher education administrative behavior. The standardized higher education administrative behavior is not only the important content of higher education system transformation, but also is the important foundation of guaranteeing and advancing the health development of higher education system transformation.Therefore, it has practical significance to advance the standard research of higher education administrative behavior to our country's higher education management.There are five chapters altogether in this thesis. The second chapter mainly defines the concept of higher education administrative behavior norm and has analysed its legal origin and its practical significance on the basis of defining the higher education administrative behavior and its characteristics.The third chapter deeply promulgates the connltation of higher education acministrative norm and makes a systematic analysis on the harm of non-standard administrative behavior of higher education through the analysis on the various kinds of non-standard behavior and its performance which exsits in our country's higher education administrative behavior now.The fourth chapter has summarized the development tendency and advanced experience of higher education administrative behavior norm and proposed the enlightment of higher education administrative behavior in developed country to our contry, through the national research of higher education administrative behavior norm of France, Germany, England, USA, Japanese.The fifth chapter has proposed the framework of higher education administrative behavior norm which consists of standard mechanism, movement mechanism and supervision mechanism, and has submitted resolving strategy of ech aspect of advacing higher education administrative behavior norm in Chines transformation period.
