Research Of Zhejiang Province Higher Education’s Financial Invetment Mechanism

Higher education law shows that, higher education and social have interaction relationships, higher education provide ideological power, talent support and technical support for social development. Nowadays, we are vigorously developing economy and have made remarkable achievements, at the same time, we can not ignore the important supporting role played by higher education. We should establish strategy of priority development of higher education, support it with the economic outcomes, and increase financial support for higher education. Meanwhile, the development of higher education should provide personnel support for the economy, and thus both of them will be coordinated developed and mutually reinforcing. The first chapter discusses the background, significance, the research objectives and research methods of the topics; Chapter Ⅱ studies the theory of coordinated development between Higher Education and economy, makes an overview of the relevant definition, performance and significance of coordinated development between higher education and economy; Chapter Ⅲ is based on theory of coordinated development between higher education and economy, respectively, summed up the overall situation of economic development and development of higher education in ZHEJIANG Province, and through access to relevant documents and data, the fourth Chapter makes quantitative analysis of investment by the financial funding of higher education in ZHEJIANG Province, the horizontal comparison and empirical test with competing provinces and cities, obtained that, there are many uncoordinated places in development between higher education and economy in ZHEJIANG Province; the fifth Chapter draws the specific conclusions that although the gross domestic product (GDP) of ZHEJIANG Province in the country for several consecutive years is among the best, but the quality and the quantity of higher education’s development in ZHEJIANG Province are vastly disproportionate with its economic position in the nationwide.According to the results of the study, the uncoordinated development’s main reasons include the development of higher education has not adapted to the needs of economic development, higher education laws and regulations of the financial policy are not in place, the total amount of financial investment of higher education is inadequate, structure of financing sources of higher education and funding model are unreasonable and so on. Starting from the strategic significance of the coordinated development between higher education and economic of ZHEJIANG Province, against the above problems, the article obtains that establish the supply and demand mechanism, allocation mechanism and accountability mechanisms of higher education financial investment, including the establishment of a government financial investment-based multi-funding mechanisms, develop the legal system of higher education financial investment, reform the higher education funding model, the establishment of colleges chief accountant delegate system, introduce in the performance management and other measures and recommendations.
