Since 1980s, most countries, especially developed countries, have released laws, regulations to promote and ensure the reform of higher education in their countries. Most developed countries pay more attention to strengthening general education to make students have a good study of their major as well as humanities, social science and natural sciences. Traditional higher education system suffers from an evident tendency to the division of liberal arts and science, laying more emphasis on the science than on the humanities in China. It makes the students lack humanities quality. And it is difficult for the students to adapt to the competitive society which is characterized by knowledge economy. Under the leading of Ministry of Education, our country starts its cultural quality education of university students in 1995 according to the developing situation. After about ten years of exploration, promotion and creative work, we have made great achievement in culture quality education and made it popular with students. Culture has played a vital role in teaching reform, course system construction, campus cultural atmosphere, social practice and the change of educational idea and talent-training model. Meanwhile, many problems came out on the period of cultural quality education. Besides, how to deepen cultural quality education is worth researching in the furore.This paper consists of four chapters. Firstly, foreword introduces the meaning, content and approach of the study of cultural education quality, analyzes the status quo of cultural quality education at home and abroad. The second chapter expounds the expansion, exploration and spread of culture quality education in our country's university including the background, process and achievement of culture quality education through the study of education literature. The third chapter pays attention to writing problems and analyzing the reasons in the process of cultural quality education in order to make culture quality education more pertinent. The fourth chapter forecasts the future development trend of cultural quality education in our country. And the chapter puts forward suggestion and policy on further strengthening cultural quality education for universities' students in order to supply beneficial reference for the favoring development of cultural quality education.
