| The cultural quality education has become one of the hot topics in the higher education field since it was put forward in 1990s. It has achieved good results in theory and practice, but there are also some new problems. Among these problems, the most important is people's recognition of basic values of cultural quality education. It also needs badly the breakthrough in theory in order to master the meaning of university cultural quality education. So it is the meaning of this paper to examine Chinese culture quality education from the relation of culture quality education with, and to find the proper origins of existence in China.In order to meet the command for talents in the developing times, the paper points out the meaning of cultivating the innovative intellects. Using related theories of higher pedagogy and a method of literature, comparative analysis and experience summarization, it not only formulates the definition, major content and function of the culture quality education, but also carries on a research on the promote function of the culture quality education in the training of innovative intellects. By analyzing the present shortcomings and problems of the culture quality education during the process of training the innovative intellects, the paper discusses about the concrete countermeasure which we should adopt in the culture quality education to promote the training of innovative intellects.The culture quality education can not only accelerate the training of innovative intellects who have innovative knowledge, innovative ability, innovative personality, but also provide them with good innovative atmosphere. Therefore, we should find out the shortages and the problems that have appeared in the course of the culture quality education, adopt homologous improvement measures, so that the culture quality education can yield gratifying results to the training of innovative intellects.
