With the continuous introduction of the theory of new public management,significant changes have taken place in the administrative work of colleges from the content and function to the status and role.As the organizer of the normal operation of colleges,the work efficiency and quality of university administrators directly affect the development level of a university.An excellent administrator is not only a producer of efficient work performance,but also a leader who plays a key guiding role in the team.He can not only effectively integrate team resources,but also maximize the output of the team.In the case where the comprehensive strength of the school is comparable,the completeness and advantages of the incentive mechanism can better attract talents,thereby realizing an effective cycle of improving the comprehensive strength of the school together.Through numerous studies,it can be found that the key to improving the work efficiency and quality of administrative personnel is to improve their work enthusiasm and initiative,strengthen their needs and expectations,and only when there is a need from the subjective consciousness,can there be greater motivation to achieve the goals.The main reason for these decisions is the construction and improvement of motivate mechanism.At present,colleges in China have a certain development foundation,and major colleges also have some incentive systems for administrative personnel,but this does not mean that they have built a perfect motivate mechanism for administrative personnel.The improvement of the motivate mechanism for administrative personnel in colleges can not only further improve the structure of human resources in colleges,but also further optimize the allocation of human resources in colleges,and further improve the self-confidence,cohesion and sense of belonging of administrative personnel.If the needs of administrative personnel are effectively met,there will be greater motivation to achieve the goals,and then achieve the development goals of the school and achieve common development.In Shaoxing,Zhejiang Province,people have attached great importance to education since ancient times,but for the development of higher education,Shaoxing has a late beginning and a low threshold,and there are some problems in the construction of motivate mechanism for university administrators in Shaoxing.In our country,public universities belong to public institutions,and their management is more closely related to government behavior.This research mainly takes the administrative staff of public universities in Shaoxing as the research object.Based on the author’s many years of administrative management experience,through literature research method,questionnaire survey method,individual interview method and other methods,taking NS College as an example,it deeply studies the current Shaoxing city incentive mechanism for administrators of public universities.First of all,based on the relevant public management theories,this study conducts in-depth theoretical analysis theoretical frameworks and application for administrative personnel in public universities in Shaoxing.Secondly,combined with the policy documents and survey results,this study analyzes the current situation of the incentive mechanism of administrative personnel in public universities in Shaoxing,conducts an empirical investigation based on NS College,and conducts an overall analysis of the incentive status of administrative personnel in public universities in Shaoxing.Analysis and difference analysis,further study the implementation effect of the incentive mechanism.Thirdly,combined with the operation status and implementation effect,according to the relevant public management principles,this paper comprehensively analyzes the problems existing in the incentive mechanism of administrative personnel in Shaoxing public universities,and probes into the reasons around these problems.Finally,according to the problems and reasons obtained from the analysis,research is carried out from both of the government and universities,and find optimization measures with strong pertinence and high operability.
