Education impacts people's life in different ways in different era, and accordingly, people bear different understanding towards such impacts. At present time, it is well-recognized that our nation calls for faster development in education, under the guidance of general principles of Chinese Communist Party. Moreover, our country needs more effective ways to execute the education systems, to bring energy and higher gear to it, so that it can contribute positively to the development of the nation's economy. Vocational education, when comparing to elementary education, ties even more closely to a nation's economic life. The definitive objective of vocational education is to serve the local economical advancement. Thus, rural vocational education on agriculture is one of the most significant issue needs immediate attention of related stakeholders.Since the reformation in the 80s, the national education system has made considerable progress on all aspects. The government has injected huge amount of education funding to maintain the growth of educational system. However, there are still severe shortage of educational funding for rural vocational training programs. It is impossible to keep the system running solely relying to government funding. Thus, other financing sources and channels have to be identified and maintained.By studying the current status of our national rural agricultural vocational schools, and comparing with the status of more developed countries, this thesis aims at exploring multiple financing measurements for these schools, so that funding sources can be identified, the shortage of educational budget can be soothed to certain extent, and to help the agricultural vocational education system make positive and effective impact to the life of rural labors.The thesis starts by theoretical study, which mainly includes financing for education, public economics to vocational education, and human capital with vocational education. This study helps provide basic theoretical foundations for argumentation for concrete financing approaches.This thesis includes case study results from schools in the Jilin Province. We start by collecting data from provincial agricultural vocational schools, to understand their major financing problems and difficulties. Then we seek for new financing sources and possible measures to solve their problem. This includes multiple source and channels for school financing, attract societal endorsement, banking investments, and other feasible solutions.As a result, we summarize our major findings, and proposal a few possible solutions. We suggest a more fundamental reforming to school system is needed to bring fair, energetic, and efficient vocational school system to serve the general public. More specifically, we suggest establishing loaning system, a more open, flexible service atmospheres in such setting.
