Competence-based training system is totally different from training design flame, and means a great deal to design of training system in enterprises. Some Researcheshave described certain characteristics of competence-based training system in detail, but none resulted in a theoretical frame. This study tries to infer a theoretical framebased on researches and theories in the past, and validate its effect on performance ofenterprises compared to others.This study is to conclude key dimensions of characteristics from those proposedin other literatures and integrate them into theoretical frame of competence-basedtraining, then carry on case analysis through deeply interview and coding, in order totest and supplement the frame, resulting in a questionnaire on competence-basedtraining system to validate the effect on performance.The samples for interview were picked up according to the level of training, andcases were analyzed through content coding technology. The data was collected byquestionnaires form a sample of 123 enterprises. Statistic analysis shows thefollowing results:1. characteristics of competence-based training system are consist of two keydimensions, person-oriented and performance-oriented, and performance-orientedcharacteristic is consist of three others of competence-oriented, future-orientedand benchmarking oriented;2. The training system of enterprises with more competence is more close tocompetence-based training system, showing the effect of it on performance.3. Different ownership lead to different similarity to competence-based training.Foreign enterprises are more likely to execute competence-based training.4. Different training patterns fit different enterprises with different ownership.
