Such as the present condition and the factors that affect the development. According to the practical situation of the"combining of physical and mental education"of Heilongjiang Province, we put forward the theory proof and developing tactics; which can help the Heilongjiang Province to run the traditional school basketball teams well in the new situation.The conduction is:(1) Last years, the guiding ideology was"the combining of physical and mental education"of Heilongjiang Province, which has been succeed in forstering person of ability of playing basketball. Now, there are 32traditional basketball schools which are key schools in every district. These schools has fine environment of teaching and quality of education, which has been attracted majority of heads of household. It has provided advantage situation for bringing up many students that were good at playing basketball.(2) The better health condition of basketball players of Heilongjiang Province made a firm foundation for bringing up the excellent football players. But there are some disadvantages of these players in traditional basketball school. They were training very late. So the basketball players couldn't reach the professional levels.(3) The structures of the teams ages and the professional job titles of their couches are rational, they has the experience of teaching and training for many years and basically ear fit the work of training, but most of them lack the experience of exercising and the professional training, and they often have too much teaching work, all these are harmful to the training quality of the team.(4) Many teams have two exercises in one day. They exercise 5-7 days in one week. These are average 18.94 hours to exercise every week. The time is very full to do it. The equipment could be satisfied the need of the exercise. But the number of performance is few. The team funds are not adequate.(5) The team has few matches every year, and their professional level is low, which can have been seen in their high-rates failure in shooting and mistakes in passing. Their awareness of attacking and defending is strong; the skills of seizing are food, but often foul. This has the relationship with the special rules of the matches of Heilongjiang Province.(6) The school has been systemized in the basketball player's education, the players choosing, training and educating have no rules to ensure, which is a good example.Reform of the PE course in the higher institution.(7) The govement is under low effection, and have little sums of rules and laws,the conventional basketball schools are not the focus of the govements job.
