Research On The Support System For Poverty-stricken Students Of Colleges And Universities In China

With the deepening of the reform in college education system, especially, the reform of tuition system of college and university, the number of poverty-stricken college and university students is more and more increasing. Being impoverished, the poverty-stricken students cannot afford their study, and some of them become sensitive and abnormal mentally. The poverty problem of college students also brings a threat on social stability and the development of higher education. There are many causes for the poverty of college students. The first one is the contradiction between the shortage of higher education tuition and the popularization of higher education. People cannot support the higher education charge that is rising speedily. The income gap between urban and rural people, between the rich and the poor is widening for the uneven development of the different districts. Family poverty results from some accidental or usual reasons. The support system for poverty-stricken college and university students is incomplete.There are three main support policies in the world after World War II: free and scholarship policy, charge and national loan policy, mixed support policy. Our country's support system for poverty-stricken students in colleges and universities has experienced four phases–the phase of free and allowance of people, the phase of Allowance of people and Scholarship of people, the phase of Scholarship and loan, the phases of scholarship, loan, part-time jobs, allowance and remittance. Our government has built up a set of complete support system for poor students in colleges and universities. It is consisted of support policies, national scholarship policy, national loan policy for schooling, jobs for schooling policy, subsidy for extraordinary difficulties policy, tuition lightening and exempting policy and green passage policy. It makes great contributions to poverty-stricken college students. However, it still exists many shortages in the support system for poverty-stricken students of colleges and universities. Firstly, the system frame of the support system is not reasonable. Secondly, there is not a reasonable criterion for the cognizance for poverty-stricken students. Thirdly, More training and education should be made for students to make them more honesty. To some extent, the social support is not enough. There is not uniform measure and the support fund is not adequate. The finance organization limits the quantity of loan for students. The potential support for poverty-stricken students should be outspreaded more.To improve on the support system for poverty-stricken students, the government should be the main role and it should dive more fund into colleges and universities, make more reasonable charge criterion, and improve on the law for support system. The cognizance for poverty-stricken students should be strengthened. More training and education should be made for students to make them more honesty. Individual credit information system should be set up. We also should collect more social support sources. Both the substantial support and psychic support should be given to the poverty-stricken students to make them more independent, capable and strenuous.
