"The Standards-Based Curriculum Reform" is the main content of the American curriculum reform and development in basic education since the 1990 s. This time, American curriculum reform in basic education mainly focus on formulating the curriculum standards, including national curriculum standards and state curriculum standards. As we know, America is a decentralization country, the education is always the state and local's responsibility. So, we know that America haven't have an unified aim and demand, and each state itself decide it's curriculum aim and system independently. While under the condition that education reform becomes more and more deep-going, it seems that the national curriculum standards organization becomes a vital matter of immediate urgency.This paper selected American National Curriculum Standards in Basic education as a research object, tried to started from union which is a certain aspect to make a special and systematic research on the reform and development during the American "Standards-Based" curriculum reform, which help us to grasp the characteristic of this standard, know the implementation of this standard in USA. By comparing and analyzing the national curriculum standards between China and USA .We can abstract the positive elements from the reform of curriculum in these schools and offer the reference to the present reform in Chinese primary schools and give some advice to the construction of the system for Chinese basic education in the 21st century.This dissertation is composed of the introduction and the text. The text has four parts. Firstly, it begins with the historical review of the curriculum in American basic education before world warâ…¡and between world warâ…¡and 1980s,which helps me to research the course of the Union government affects on the Curriculum of basic education; then we focus mainly on the background of National Curriculum Standards; then we take history national curriculum standards as a example to analyze how the American national curriculum standards organization, at the same time on the base of state the general situation of the standards, we probes into the characteristics and implementation of the standards in state, district and classroom in curriculum .Finally, we compares national curriculum standards between China and USA from curriculum structure ,curriculum aim ,curriculum content and some other aspects, we can find out some important displaces which will provide some useful recommendation for basic education in China.This paper gave the following conclusions: National curriculum standards should National Curriculum Standard in basic education should base on the situation of the whole country. National Curriculum Standard in basic education should optimize curriculum structure and it's the chiefly task of the curriculum reformation and development. National Curriculum Standard in basic education should enhance the quality of the education. National Curriculum Standard in basic education should reform the curriculum governance system and effectuate central government and local government supervises.This research adopt cultural heritage and analyzes method ,describe method , history method ,comparison method etc.
