The national curriculum standards for basic education regulate the essential civic qualities, playing a basal and holistic part in the national curricular reform. Along with the development of the national curricular reform, studies on curriculum standards development gained more and more attention gradually in recently years. How to guarantee scientific and rational development of the standards in system is an ultimate question. The study begins with the analysis of connotation of "institution", considering curriculum standards as a kind of canonical culture and the process of its development as a complex institution-building course in a very institutional environment. After this, the author analyzes the characteristics and questions of the national curriculum standards in institutional level, and proposes solutions and Countermeasures. The thesis consists six parts:The first part: Introduction. It explains the origin and status quo of the topic and also introduces the significance, method and train of thoughts of this study.The second part: The institutional connotation of the development of curriculum standards. Through the analysis on the connotation of institution and institutional culture, the author put forward the point that the institutional essence of curriculum development is a criterion system.The third part: the institutional background of the development of national curriculum standards for basic education——from the angles of macroscopic and microscopic observation.The fourth part: the institutional characteristics and questions of the development of national curriculum standards for basic education among unofficial institution, official institution, and their implementary mechanism.The fifth part: the institutional innovation of the development of national curriculum standards for basic education, which is the only way to solve the questions mentioned above.The sixth part: summary of the whole study which exposures the limitation of the thesis and indicates the orientation of further study on this theme.
