On June2nd2010, the Council of Chief State School Officers (CCSSO) and National Governors Association Center for Best Practices (NGA Center) have released a set of state-led education standards for English languages and arts, The Common Core State Standards for English language and arts (CCSS for ELA). The standards regulate the knowledge and skills which the students from grade K-12should command, It has higher difficulty. The standards establish clear and consistent goals for learning that will prepare America’s children for success in college and work. In order to ensure that all the students are college and career ready in literacy no later than the end of high school, then to guarantee the country’s outstanding status in international. For the content aspect, the article analyses the features of reading, writing, listening and speaking, and language strands, and also the medium skills feature reflected on those four strands.In2001, China promulgated the" Full-time Compulsory Education Chinese course standards (experimental draft)". After eleven years of exploration, the Chinese Republic ministry of education carried on the revision, promulgated and implemented a newest" Chinese course standards (2011edition)". The standards also have four main parts:literacy and writing, reading, composing, oral-speaking. Furthermore, the standards still mention the comprehensive study, in order to enhance the connection in Chinese curriculum and with the other courses, also the relationship with life. Promoting the students’Chinese literacy in the round. It happens that there is a similar case, these structure contents are alike with the American Common Core State Standards for English language and arts.Under the new world education circumstance, with the implementation and advances of curriculum reform, many countries are exploring constantly to adjust the National Language Curriculum, inducing and summarizing the problems of practice and referencing to international standards for the revision and perfection of the standards. As the education is running on a internationalizing way, all of us live in a world without boundary. The United States is the first powerful nation and has a strong education. We have been learning from him. Now, the tow countries are almost at the same time revised and published the newest National Language Curriculum standards. So grasping the distillation of CCSS for ELA, making a comparison between China and America, looking out the reference worth to learn is essential. At the same time, As English is American’s mother tongue, Chinese is China’s mother tongue, mother tongue-education owns particularity, So the study tries to make a comparison of National Language Curriculum in Primary Education between China and America. It has practical and significant significance.
