College students'education in colleges and universities can be divided into two categories: One is academic education in terms of the professional knowledge and skills; the other being non-academic education with ideological and political education as the core, including all the other education programs on cultivation of morals and character, mental health, discipline and humanism, etc.This paper provides a positive study of the practice of non-academic education in China's higher institutes of education, and a logic analysis of the cause behind the phenomenon. It also introduces some effective doings employed by the counterparts in the West, which may be enlightening to our future pursuit in the area. The former is to equip the citizens with required skills, the latter to cultivate them with the needed qualities. Concurrently, the Central Committee of the Party has drawn up a strategic plan to build an innovative as well as harmonious society, and since college students are the new force on the program of our socialist modernization, higher education therefore plays a key role in the implementation of the Party's strategic politics.Higher education, however, has to steer itself towards the all-round education to better adapt to the current situation and also fulfill its historic mission. Specifically, academic education should make a shift from knowledge-based mode to all-round education with knowledge, skill and innovation as its education goal. Next is to give energetic support to non-academic education in colleges and universities, by enriching its education context and perfecting its institution and organizations, regulating its system, etc. These developments in the two aspects is also the right echo of the need to construct an innovative and harmonious society.
