With the establishment of market economy system in China and the decentralization of higher education's governance power, university becomes an autonomy entity. Thus, the old governance system mainly depending on administrative power can't adapt to the status, and the problem of absence of scientific and democracy in university's governance becomes more and more serious. The university academic management organization is a main carrier where the experts and scholars exert the academic power and an indispensable part of management system in the university. Its quality influences the level of scientific and democracy of the decision in the university directly. However, whether on the theoretical research or in the practical operation, it is in a poor position in present China. This kind of state neither accords with the law of higher education nor adapts to the development of the society. It's an urgent task for us to enhance the research on the university academic management organization now. To meet with the demand, this thesis concentrates both a systematic theoretical analysis and a practical exploration on the concept, the characteristics , the functions, the problems, and the reform of the university academic management organization in China. The thesis studies the organization on five aspects as follow:The first chapter defines the concept of the university academic management organization, and differentiates and analyses two pairs of relative concepts: one pair is academic management and administrative management; the other pair is academic power and administrative power. By doing this, we can understand the inherent essence of the university academic management organization.The second chapter reviews the history of both China's and foreign countries' university academic management organization, then draws some conclusions.For example, it varieties in different countries.Next chapter abstracts the characteristics and the functions of the organization. It has six major characteristics : its objections is obscure and diversified, its structure is loosely ?coupled and dynamic, its technology is democratic and explorative, the dominant power in it is academic power , its member are all academic authorities and roles of them are conflict, and it largely depends on the environment. Its functions include appraisal, review, consultation, proposal, supervision, regulation, and decision on academic affairs.Based on the interview and investigation, the forth chapter points out several severe problems in the university academic management organization, such as poor position and uncompleted missions, unperfected organization structure, limitation of the regulations and rules, out-of-balance with other organizations, and low morale. Then, it analyses the main reasons of the problem, it includes highly centralized political system, traditional culture of officers' standards, rather short organization history, backward theoretical research level, ignoring of self improvement.The last chapter gives some advice to handle with the problems. They are enhancing theoretical research, cultivating moderate environment, perfecting organization structure, strengthening regulations and rules, keeping balance with other organizations, advocating the academic moral.There are two points of innovation in this thesis. First is the innovation of the theory. The thesis applies certain theory of organization and education management in defining the concept of the university academic management organization, and abstracting its characteristics and functions. Second point of the innovation is the new perspective of the analysis. It researches on the reform of the university academic management organization from a whole angle for the first time.
