Learning environment and resources is an important part of the learning system, having important influence on learning activities.Few carry on a systematic study from the perspective of learners management and construct resources for the learning environment currently.Learning environmental resources management is a learner control,regulation, choose and organize the existing conditions of external according to their own and learning activities needs to guarantee learning activities effective. The research shows university students how to use and construct their external learning environmental resources aimed at enhancing their learning ability of demand.Taking the university students in four colleges and universities of Wuhan area as object , it prepared learning environment resource management inventory for university students based on open questionnaires and interviews investigation.The paper also explored the sudents'development characteristics and influence factors on their learning environmental resource management abilities.The official inventory is made up of 20 projects,including by cooperative in learning,using information of learning,seek helping,learning conditions of consciousness,learning environment selective five elements.The reliability and validity test has revealed that inventory's reliability attained 0.79 and its surface & structure validity is well.It reached psychometrics requests for eligible inventory,as an evaluation tool for university students on measuring their learning environmental resources managementResearch indicates that students'learning environmental resources management has no significant difference on the professional category and gender.Different grades of students'learning environmental resources management its overall and cooperative in learning, seek helping,learning conditions of consciousness elements are significant differences exist.University sophomore the students'learning environmental resources management'level is low and stage is a relative bad phase.Through multiple regression analysis indicates that information processing, self-testing, selection of points, aids, learning attitude five specific learning strategy has a direct impact on the level of the students'learning environment resources management,established standards equation can explain its amount variation of 39.5%.There is a significant degree of medium correlation R=0.5902 between students'learning environmental resource management and self-regulation learning.The final paper made a number of proposals for the current higher education how to develop students learning environmental resources management effectively.
