Enrollment planning system of universities constitutes an important component in enrollment system of China. The core of the selection system in universities, the enrollment plan hasn't been changed yet. The government, regional department of education and universities shoulder different responsibilities. Being a planning format, the allocation of enrollments in different areas has been running through the whole process of college matriculation. Moreover, big cities are prior according to the current policies, which leads to severe diversities in the allocation of enrollments. The dissertation reckons that the traditional system of enrollment planning is the ultimate reason that causes severe area diversities in the mark line of entrance examination matriculation.Unifying the mark line of the entrance examination for college matriculation has once been a hot topic of the"two conferences"this year. Now, it's a fact that our country's mark line of the matriculation takes on huge diversities. The diversities in the mark line of the matriculation in universities, especially in the key universities cause a series of inequitable phenomena. The dissertation reckons that huge diversities in the mark line of the matriculation among the provinces are actually decided by the discrepancies in the planning numbers of recruiting students in each province. Present institutional reform of recruiting plans in the universities must embody the idea of educational equality. On the basis of systematically summarizing inequitable phenomena of university matriculation in China, the dissertation probes into institutional root of the cause of inequitable phenomena in education. The dissertation divides into three periods and expounds the establishment course and basis principles of universities matriculation plans in our country separately, trying to reveal the main factors that impact on the establishment and distribution of university matriculation plans. Eventually, on the basis of comprehending the scientific meanings of concept in educational equality, the author reckons that our country should carry out the principle of educational equality into the whole process of the institutional reform in the recruiting plans of universities, and also gives the following reform advice: firstly, going after factual equality, and cautiously mentioning the unification of the mark line. Secondly, emphasizing equality of diversities and enhancing the support to the poor areas. Simultaneously, we must try to push correlative reforms of the recruiting plan institutions: (1) changing the developing strategy of city first; (2) deepening the reform of registered permanent residence; (3) standardizing the responsibilities of the government and universities and perfecting independent recruiting of universities.
