From 1997, nearly all students of China have to pay tuition in order to receive university education .With university tuition soaring, students from needy families face the threat of dropping out of school, and it also highlights the serious problem of poor college students. Consequently, the question of university tuition draws much attention .Besides,educational equality becomes a heated topic. This paper analyzes charges of the higher learning institutions from the perspective of educational equality, studies the history of university tuition,the situation of university tuition nowadays and investigates factors affecting it. On the basis of what is discussed above, the author attempts to establish a standard mode of university charges, which is reasonable and comprehensive .Moreover, the thesis makes some suggestions about the supplementary system, that is the charge system and the financial aid system.
