With the progress of science and technology, modern adult education will become the globalization movement. It has been paid more attention and plays a more and more important role in development of the society. In this context, the study aims to investigate the framework of credit bank system and countermeasures of implementation for problems of the adult higher diploma education's development. The purpose of the study is to bring some workable suggestions for credit bank system of adult higher education in Jiangxi. This paper applies the research methods which combine the theoretical analysis and literature analysis. We study the credit bank system for theoretical research from the point of pedagogy, management, philosophy, economics and other disciplines. At first, the study for the entrance to the meaning of the credit bank system, then analysis the lifelong education, learning freedom and the equality of education in-depth.,which make the theoretical foundation and provide the theoretical guidance for the credit bank system. Combined the experience at home and abroad, based on the actual situation of adult higher education in Jiangxi, we designs six factors for credit bank system which are the credit review committee, the curriculum system, the student selection system, the convertible system, the credit bank system, and the credit integrity system. In order to ensure the implementation of credit bank system, the study brings implementation strategies from policy, organization, technology, teachers and other aspects. The study draws on the operating mechanism of savings bank, and discusses the saving credit mechanism and exchange credit mechanism. This provides a good model for the coordinated operation of Credit Bank system.
