On the review of the rapid development of the teaching-and-learning software in the past four decades, the learning theory and information technology play a key role in the continuous development.The communication technology has made the world change rapidly and profoundly and has penetrated into education field, whose development brings the improvement of the education field.At the same time, along with the thorough research on the theory and practice of Constructivist, a section of trend of thought to the Constructivist theory has been raised in education field all of the world and has been changed from blind canonization to more scientific, intellect and thorough comprehension. Then the new type Constructivist theory has emerged, as the time requires.Through the present detailed research and analysis on the development of teaching software and its existing problem, a new kind of teaching software has been designed. This new teaching software accords with the perceiving mentality and its content is much more standard and its representation is much more abundant, which is fit for not just classroom teaching, but also the students'self-study and review after class.Considering the aspect of designing teaching software:first, it must be scientific and accurate; second, the standard can be used in classroom mode and it makes students'thinking for logic and presenting reality as direction.; third, it should break traditional design creation mode. Not only be the aggregate of various media otherwise, it is much more than the electro-teaching-materials or the renewal of teaching technique means. Instead, it is designed by being engaged in a constructivist-learning environment to promote the formation and development of the students'cognition structure.The localization of using learning software in the two modes of traditional classroom learning mode and personal self-determination study has been analyzed. The very detailed application experiment has been done. At last, we found that the mode of multimedia network in-class learning combining the advantage of two modes could exert the best effect on the teaching software. It not only reserved the virtue of teacher's dominant function in traditional teaching mode but also materialized the principal part status in deed.Constructivist-based teaching-and-learning software was exemplified, and the development platform was a scientific process demonstrating simulator which is programmed by VC++.
