Study On The Basic Community's Management System Reform

With the continuously deepening reform of our national cities, dramatic changes have taken place. The organization of basic community, namely the Residents Committee, which is not in consistency with the city development, has new problems in function-referenced and mutual relationship. New management patterns of basic community must be found urgently. The basic goal of the reform is that build the urban community into "a mass autonomy organizations of the self-management, Self-education, Self-service" that the constitution stipulates. The course of the reform is such a series of development that train the people's democratic autonomy consciousness, form the foundation of themodern democratic state--Civil society. Therefore this reform is far-reaching for political structurereform of our country.This thesis based on the profound research about Huli District community of Xiamen, studies the problems including the Main direction of the Management system reform and how to harmony of the reform in terms of community's Legal system, Society's relation of the policy , Personnel, Community's nonprofit organization.The structure of the full text is as follows:First part: Introduction. On the foundation of studying of preceding paragraphs, propose the direction of the community's management system reform of our country in the future: get across community's management system reform, setting-up a system arrangement which meet community's reality and democracy autonomy's needs, let the community find the position, stand in the location accurately. Propose the country accelerates the construction of legal system, set up and amplify the community organizes' laws and regulations system; reform the government further, straighten out relationship, dispel the barrier between different departments; strengthen the training of professional workers of community; develop community's nonprofit organization and voluntary organization.
