The universities' operation of educational fee policy breaks the mode that country should afford the fee of undergraduates, and free education. Self-support educational system shows the justice towards all the Chinese, according to the advanced education, which refers to the characteristic of the strong self-interest among the very public product as well as the relative the weak public ability. However, the policy that individuals pay for certain educational fee brings about a large number of poverty-stricken students, which produce the side effect. Due to poverty, it causes many problems for poverty-stricken students in study, life, spirit and health. This phenomenon has been paid much attention recent years. Consequently, the financial subsidization for poverty-stricken students is becoming more and more necessary to solve for advanced education at present. The support for the poverty-stricken students to ensure their completed education is the most important practice related to develop the high-ability students, prevent from educational non-justice and keep the social stability. With background of educational system during the social transition period and the theory of public multivariate management, the article mainly discusses the formation of market (bank), universities, multivariate individual subsidization system, the present running situation and some problems as well. The article also provides with some suggestions about improving the policy and the rule of financial subsidization system.1 The financial subsidization system for the poverty-stricken students refers to make a good use of funds coming from subject aspects of government, bank, society, universities and individuals. It enables poverty-stricken students to finish the college education in order to serve the nation, people and Alma Mater in this multivariate way of solving their financial difficulties. In the social transition period, our government has set up a multivariate financial subsidization system, which includes the government, bank, universities and individuals, so as to solve the poverty-stricken students' financial burdens caused by tariff system. However, with the enlarging students' scope and the increasing educational cost, the number of poverty-stricken students and the ratio is increasing year by year. The financial subsidization system traps in practice. The material and financial effort towards poverty-stricken students increases, and so does the unpaid of educational fee. It restricts the construction and development of universities and brings burden to the social stability.2 The financial subsidization system is composed of multivariate system including the government, banks, society, universities and individuals. Different subjects play an important part in this system. Of the multivariate subjects, government is the main part of investment and policy-making to college students' economic subsidization; college is the main body of education and guidance to the poverty-stricken students' assistance; the banks are the financial part of the student loan system; students are the self-help and credit part in the subsidization system. Because of the difference among the objects of subject, there are competitive relations among the multivariate subjects.
