The Features Of Private Higher Education In Japan And Its Enlightenment On Private Higher Education In China

Japan's position as a superpower in modern world economy and technology has greatly benefited from the well-developed higher education system. As an important composition of Japan's higher education,private higher education has contributed a lot to the popularization of higher education but also gone through a tortuous process of development–from the original restrictions of the government,the post-war shift of ideology and recognition of private higher education as public welfare to the gradual establishment of protective legislation,the governmental financial aid and the construction of evaluating system so as to guarantee the quality of education.Much progress as private higher education in China has achieved at present,it is still on a preliminary stage both in quality and reputation. Therefore,it is important to draw lessons from Japan's private higher education,especially the related legislation,the funding sources,the administration mechanism and its evaluating system,which will help to promote the development and improve the quality of China's private higher education.This paper falls into five parts. Chapter one is an analysis of private higher education and related conceptions together with an introduction to the background and significance in choosing the topic; chapter two discusses the five stages in the development of Japan's private higher education; chapter three systematically analyzes the characteristics of its legislation,funding sources,administration,evaluating system,specialty provision and teaching staff; chapter four offers a brief retrospection on the development of China's private higher education and an analysis of the present situation; and chapter five makes a summary on the previously discussed features of Japan's private higher education and discusses in six parts its enlightenment on China's private higher education.
