Since the System of Overall Responsibility by Schoolmasters was carried into execution in Dongying City, Shandong Province, the right autonomy of running a middle or elementary school has been strengthened, which helps to deal with the relationship between the Party Branch and the school government, helps to get the Party's political course and policies carried out and put into practice, helps to put schoolmasters' role as administration leaders into fullplay, helps to increase the teaching and administrative staff's enthusiasm of taking part in the handing operation, and helps to improve the efficiency and quality of running schools. Meanwhile, the System of Schoolteachers' Being Appointed by Invitation and the System of Post Duty have been made nearly perfect. All of these have helped to make the administration in middle or elementary schools more scientific and modernized, which has promoted the development of educational business in Dongying City. Along with the operation of the existing System of Overall Responsibility by Schoolmasters come its abuses or disadvantages. For examples, some headmasters are only responsible for their superiors or higher authorities, taking no charge of their inferiors. Some only think a lot of rights, paying no attention to their duties. Harmful situation such as Patriarchism, Ruling by the Voice of One Man Alone and Acting Arbitrarily, to some degree, do exist in school management in Dongying City, all of which have led to the failure of Party Branch's function of supervision and assurance and that of Schoolteacher Committee's role. Something has gone wrong with schoolteachers when they join in school management, which, to some extent, has influenced the effectiveness of the System of Overall Responsibility by Schoolmasters, and has gone against the original intention of the system. As an expert has said, the System of Overall Responsibility by Schoolmasters is Undivided Authority in nature as well as an intense centralism. If having no solid and stable democracy as its base, it will be a castle in the air.Man has no absolute or unalterable supervisor modes; time changing, supervisor modes also change. With the rapid development of society, politics, economy, science and technology, culture, as well as the world economy having tended to be globally integrative and China having joined WTO and so on, great changes have taken place on subjects, objects, environment, theories on education and principles of management in school management. Today, to strengthen and perfect the democratic supervision in middle or elementary schools is not only what society and educational reforms need, but also what the development of professional instructors and their students need. It is not only what the further carrying out of the System of Overall Responsibility by Schoolmasters needs, but also an ever-lasting issue which is worth exploring and researching for us educators.Based on the study on the status quo of democratic supervision carried out in five middle schools in Dongying City, which includs the situation of democracy, the situation of decision-making, the situation of organizations (Party Branch and Schoolteacher Committee) with their role-playing, the formulation of relevant systems, schoolmasters' democracy awareness, the forms and degrees of teaching and administrative staff's participating in the management of school affairs, and the participating situation of Party Branch's and Schoolteacher Committee's, this thesis tries to find out existing problems as well as the reasons, and puts forward some advice and suggestions. On the premise of the reasonable standpoint of the System of Overall Responsibility by Schoolmasters, this thesis advises that democratic supervision should be based on an environment of cooperation, that schoolmasters' practical ability and schoolteachers' ability of participating in the management of school affairs should be cultivated, that Party Branch's and Schoolteacher Committee's function of supervision and assurance should be improved, that the putting of the system of democratic supervision into effect should be strengthened, and that intermediaries out of schools in charge of democratic supervision should be set up. This thesis is intended to arouse schoolmasters' democracy consciousness and teaching and administrative staff's awareness of participating in the management of school affairs. All of these will perfect and regularize the system of democratic supervision in middle schools, and benefit the System of Overall Responsibility by Schoolmasters, both of which will make the System adapt to times and new situation better, and to serve the education in middle schools better.
