University organizational structure is the important constitution content of modern university system, and its scientific and innovation nature is the key to making further development and breakthrough by Chinese universities. University organizational structure is the important constitution content of modern university system, and its scientific and innovation nature is the key to making further development and breakthrough by Chinese universities.The paper conducts researches on the optimization of organizational structure of Chinese universities from the angles of liberty and efficiency, and further constructs the theoretical model for it. Starting from these two aspects in which the connotation of liberty is divided into three levels of academic liberty, individuality ones and factor combination ones, and in which efficiency is divided into organizational efficiency as well as social ones, the paper discusses some theories of organizational structure development. Also, a qualitative value assessment of liberty and efficiency is made through analyzing the characteristics and developing trend of university organizational structure.Then status and problem of Chinese university organization are summarized through such four aspects as forms and hierarchy, Power Structure, labor division and unit operation as well as organization boundary. Based on the summary, the optimizing model for Chinese university organizational structure is developed, and some viewpoints are put forward as follows: setting up a flat-personalized organization structure:strengthening academic liberty; setting up dual authority coordination and restriction mechanism;flushing individuality liberty of the organizational man :promoting harmony in labor division and unit operation; keep the liberty of organization boundary:promoting internal coordination and exterior unimpeded.
