Research On The Organizational Structure And Management Optimization Of The High Level Research University Of Our Country

From a global perspective, the course of development of research universities in Britain, the United States and other developed countries in the world's, have not only lead to a direct result of the qualitative change in higher education of these countries, but also led a development of the international higher education, and also it effectively made these countries forwarding to the pace of world power. Research universities can be seen occupies a pivotal position in the modernization of a country. In the important historical stage with building a moderately prosperous society in all aspects in our country, gradually form a group of high-level research universities, then it can enhances China's international competitiveness, and promote the development of comprehensive national strength of China rapidly.The construction of research universities in our country is still in the initial exploration stage, and it lack of a clear definition of the concept and connotation, and it have not been enough attention about its positioning and development, every aspect of it is not mature enough, the problems of its organizational structure is more prominent. For example, its academic structure is unreasonable, academic power is not fully implemented, it is difficult to exercise academic autonomy as professors; the setting of administration department is unscientific, the powers and responsibilities are often unclear; the distribution of academic power and administrative power is unreasonable too. These issues will be a serious obstacle to the development of research universities in our country, and it will to obstruct the impact of China's research universities in the national innovation system. Therefore, it becomes an urgent need to study and solve the problems of how to optimize the organizational structure of high-level research university and to enhance the overall management level of high-level research university in our country.In this dissertation, it basic on the theory of the organizational structure , first of all it define the concept and characteristics of research university and high-level research university, and it analysis the concept of the organizational structure and the center of gravity with management; Secondly, it analysis the current situation, the problems and the direction of reform of the organizational structure of management with high-level research university in our country, and then by comparing the University of California and Stanford University's organizational structure and management of development, find its successful experience in organizational structure and management, and ultimately to propose some guiding ideology, principles and recommendations to optimization the organizational structure and management about the high-level research university in our country.In addition, it also makes a empirical study of Xi'an University of Architecture and Technology, it analysis its current situation and the problems, then it proposes a reform direction and suggestions.
