The universities and colleges in our country have experienced a large-scale merge tide in the1990s and early several years at the beginning of the 21st century,the ways include:strong-strong merge,strong-weak merge,weak-weak merge.As this,many large-scale and complete discipline universities are created,this have changed the previous situation of small-scale universities or colleges,too many single branch colleges and universities,unitary discipline and repeatedly established disciplines,it is very important to improve school benefit and quickening the raise of high quality innovation inter-disciplinary talents.The university merge is a major step which necessary to the higher education popularity of our country,and it also connects the trend of development of world higher education.This step tallies the law of development of higher education,so it has gotten the support of society,goverment,universities and various aspects,this step has accomplished.The task of next step is to process the internal relations of the universities which are merged,that is to say the merged universities should take what management pattern to adapt the need of magnification of themselves.Take the management pattern which is suitable to a certain university to reassign the power of teaching and research positively to guarantee the better realization of each function of universities,such as personnel training,scientific research and social service,which make universities take better benifits to our country,this has become a serious problem which suspends in educators and all levels of the government.In the age of swift development of the world,day by day intense international competition,Chinese nation will realize great rejuvenation,higher education undertakes bounden historical responsibility,it is a wish of we each Chinese to handling universities to raise more and better talented persons.But our country's current quality of higher education is not positive yet,there is even no one our university in the places first 100 universities in the world,investigates its reason,I think it dues to the backwardness of school idea of our universities,quite a few uinversities have not take qualitative changes on the inner school ways,they still stick to the old ways,they lack systematic innovation,they have not explored a road of conducting universities which connects the school mentality of the world and Chinese reality,many aspects have limited development and the process of creating first-class university of Chinese universities,such as the backwardness of school idea,the ossification of management pattern,the shortness of school right to independence,the complex of interpersonal relationship,too many conflicts of interest,and so on.So,adjusting the university management pattern,really realizing the original intention of the university merge have become the subject of the current higher education development.The subject of this paper is to statement rational suggestion about how to adopt what kind of management pattern for different universities,including policy-making organ,implementing agency,academic organization and rational assignment of various aspects of authority.The paper first reviews the time background,course,significance of our university merge;then introduces various manifestations of organizations and agencies theory,as a kind of organization,the development of university must tallie the objective law of organization theory;next this paper use related principle of organizations and agencies theory to analyze the problems of our current university organizations and agencies:the problems focus on authority concentrated in school too much,courtyard department lacks school right to independence,it causes the school of courtyard loses pressure,power,characteristic,and finally weaken the school quality.America is the most developed country in higher education aspect,it has a large number of World First-class Universities,the managerial experience is worthy of modeling.The forth part of this paper select University of California as a model to analyze which lies in American West Coast,the reasons are as follows:1.UC is a famous research university in America,the quality of teaching and research located at front row of America and the World,the management pattern obtains the success,the school experience is mature.2.UC is a public university,public universities are few in number in America World First-class Universities,so it tallies with the reality of our country.3.The most major characteristic of UC is to use minute authority and legality of services department system,the authority are fully released,which make every branch school,courtyard department and scientific research institution has full right to independence,it formed a striking contrast with our university concentration of power,which has very strong pointed.4.The organizational structure of UC is complex,the scale is large,which tallies very much with the current situation of broad scale,numerous population,complex management structure of our universities after merge.The paper multianalysises the component members and responsibility of UC's policy-making organ-- Board of directors and academic organization-- Advisory council,introduces the power and responsibility of chief principal and minute principal on behalf of administrative authority,selective analysises the characteristic of "Centralism management,Scattered decision-making" of UC's services department management,elaborates the way of authority release and the superiorities that services department organizational structure have.The last two parts of this paper discuss some views and suggestions about reform of our country's university management pattern: First proposed the suggestions of organization and agency pattern adapts to different kinds of universities,teaching university is suitable to use straight line--function organizations and agencies,teaching research university is suitable to use services department system organizational structure to realize decentralization,research university is suitable to use the organizational structure based as services department organizations and agencies,many kinds of organizational structures unified,which goes a step further to releases management authority from institute to subject and project study team;As for each kind of committee in our university,the paper proposed the suggestions of expansion the component members of Party committee meeting,Academic committee,Board of directors,so that increase the representation of each committee,which can achieve profiting by opinions from various sources and avoid academic administration;as for party politics relations,the paper proposed the suggestion of holds a concurrent post mutually for party politics person in charge,so as to reduce the conflict between two sets of systems of party and politics,improve working efficiency,realize better development of universities,improve school quality and benefit of universities.
