After more than 30 years of operation and progress,China’s University operating asset companies seem to have become the contact point for the deep integration of colleges and the socialized economic market.It is an indispensable part of the development of socialist market economy with Chinese characteristics.However,due to historical reasons and administrative background,the management and control mode of University asset management companies is unbalanced,and quite a lot of disadvantages,for instance,irrational organizational structure are also highlighted,which causes latent dangers to the security of university assets.As "the guiding opinions on the system reform of enterprises affiliated to colleges and universities" and other related documents,the modern governance system of University enterprises has been further standardized from the institutional level,which has effectively promoted the market-oriented reform of operating asset Enterprises in Colleges.Based on this,in the modern market economy system,how to correctly understand and further optimize the management and control mode and organizational structure of operating asset companies in Colleges,and how to balance the centralization and decentralization in the company’s management and control system are important topics faced by operating asset companies in Colleges in the management practice.R University Assets Management Co.,Ltd,as a representative small and medium-sized provincial university enterprise,its development and change can be said to have participated in the whole process of the reform of University operational asset management system in China,which is representative.Taking the control mode,control means and organizational structure of R University Assets Management Co.,Ltd as the research starting point,this paper investigates and analyzes the management status and control system of R University Assets Management Co.,Ltd by means of "literature review","case analysis" and "in-depth interview".Therefore,it is found that R University Assets Management Co.,Ltd has some problems in the control system,such as single control mode,weak headquarters function,imbalance of rights and responsibilities between the headquarters and its subsidiaries,and tries to put forward management countermeasures for the current problems.When designing the management and control mode and the optimization scheme of organizational structure,combined with the characteristics of the research object,this paper puts forward a comprehensive management and control mode of "strategic management and control,multiple modes in parallel",and selects the corresponding differentiated organizational structure,that is,appropriately strengthen the centralization of power of the headquarters and highlight the role of the headquarters in strategic implementation,financial decision,human resources,risk monitoring and other functions;At the same time,according to the differences in the industry,strategic position and life cycle of each subsidiary,diversified control modes are selected,so as to improve the organizational structure and control means of subsidiary companies.In order to help R University Assets Management Co.,Ltd build a modern enterprise management and control system with clear responsibilities and rights,clear levels and controllable risks under the macro background of university system reform,explore the coordinated development of University operating assets under the diversification strategy.
