This paper defined the concept of highly skilled personnel, reviewed the results related domestic and foreign theoretical research, refered a large number of informative data of domestic high-tech personnel of the state, and explained major problems and contradictions which Shandong Province of China is facing in high-skills training of personnel, and then analysised the British and Guangdong Province successful experience, in order to point out the training of highly-skilled personnel strategy of Shandong Province. This paper seeks to explore how to accelerate the training of highly skilled professionals and what is the effective measures. We expect to have an important role in training highly skilled professionals in Shandong Province and other provinces of China As a result ,we can reach the magnificent goal to built our Province and ,our country.Highly skilled personnels can be defined as the workers who have been specialized trained, hold the contemporary high-level technology, skills and theoretical knowledge, and have the ability to be creative and to solve problem independently. Compared with other kind of workers, highly skilled personnels always have production skills, the technical skills or the "Intuition"; having operational experience and high precision, and sophisticated technical operation; having a strong ability to create jobs adaptability. Therefore, highly skilled people is the backbone of nation-building. However, statistics show that China's highly-skilled personnel had been used not so good and the actual supply and demand situation is not ideal,there are many problems, but according to forecast, years there will be greater demand for highly skilled personnel in Shandong Province during following years. Therefore,how to accelerate the training of highly skilled professionals will be the key to break this bottleneck.Many Western countries in high-skills training of personnel already have get a higher standard .Taking UK as an example, its apprenticeship system, basic degree system, network learning, continuing professional development (CPD), provide a powerful foundation to their talents; Guangdong's highly skilled personnel training has walked at the front side in China, and Guangdong has created a set of effective measures, has a strong reference to Shandong Province. In this paper, we point out that,in order to accelerate the training of Shandong Province's highly skilled professionals, firstly, we must develop a programmatic significance of the strategic planning personnel training,secondly, we should sound the personnel training mechanism by financing channels, vocational institutions, enterprise training, school-level integration, thirdly,we ought to effectively guide the majority of workers jobs growth,encourage workers self-develop. In addition, the highly skilled personnel training is a complicated systematic project, the government and the community need to work together, to provide good soft environment on policies, systems, and media ,so that Shandong Province can build the system of high-skilled personnel and then constantly improve the system by itself.
