At present,with the adjustment of China's economic structure and the optimization of industrial upgrading,it is very important to have a high-skilled talent team to meet the needs of industrial development.It is significant to promote industrial technological innovation and gain international competitive advantage.As early as the "Twelfth Five Year Plan" period,China have introduced the development plan of promoting the construction of highly skilled personnel on the national strategic level,the provinces have accordingly introduced the corresponding local planning,which have the inconceivable effect of the number of high-skilled talent,Quality and structure.However,looking at the development of the current high-skilled personnel in China,there are still many practical problems such as low quantity,structural imbalance and lack of industrial innovation ability.Based on this,only we introduce more targeted and constructive initiatives and along the road of constructing the ion of high-skilled talent,can we guarantee the talents will have positive effects in industrial upgrading and the construction of innovative countries.This study have five parts.The first part explains the research background,the purpose and significance of the study,and combs the research progress of the subject area of the highly skilled talents.On this basis,the main contents of this research and the technical route of the research are put forward.The second part is based on the research of data,and focuses on the basic situation of the construction of high-skilled personnel in China,and makes an in-depth analysis from the aspects of supply and demand situation of high-skilled talents,training reserve,team structure and construction mechanism.The third part mainly explores the main problems in the construction of high-skilled personnel in China.In particular,the total shortage of talent,structural imbalance,unreasonable in the field of industry,regional distribution imbalance,imperfect of talent incentive mechanism and security system are influencing and restricting the effects of the construction of our highly skilled personnel to a large extent.In order to solve these problems,we can learn the successful experience of nurturing and introducing high-skilled personnel from the developed countries,so as to provide a reference for strengthening the hematopoietic and blood transfusion function of high-skilled personnel in China.This constitutes the main content of fourth part.The fifth part is the strategy proposal section.This part puts forward the basic strategies and suggestions to promote the construction of high-skilled personnel in China,and puts forward some basic strategies and suggestions to promote the construction of high-skilled talents in China,with a view of high-skilled talents can play to the positive role in economic transformation and industrial upgrading process.The study shows that the construction of high-skilled personnel in China is a long-term and gradual process.Only by respecting the objective laws,following the principle of localization and local conditions,introducing the relevant measures of promoting the construction of high-skilled personnel,can we create the outstanding highly skilled personnel army that have real service in the industrial technology innovation.
