Research Kunming Training Highly Skilled Personnel

Highly skilled personnel are working in the fields of production, transportation and services. They master expertise and technology, have superb operational skills and can solve the critical technology problems. They have played an important role in the entire rapid economic and social development. They are the pushing hands of economic and industrial upgrading and the most important cornerstone of the industry and enterprise development and growth. At present, insufficient supply of talents has become a serious problem which affects the current economic and social development. And insufficient supply of highly skilled personnel is the most serious problem of them. Kunming, as a capital city, its economic, social and industrial development has been greatly influenced by the problem of insufficient supply of highly skilled personnel. Relevant government departments have devoted the work to guide the policy and economic, but with limited success. The insufficiency, structural imbalances, low quality of the highly skilled personnel is still the social concern. In this paper, based on personnel training theory, to propose a solution and advice to accelerate the training of highly skilled personnel, we did research and analysis of the policies, training mode and the main existing problems of the insufficient supply of highly skilled personnel. We hope to provide new ideas for training highly skilled personnel in Kunming.The thesis is divided into five parts. Part Ⅰ:Introduction, mainly deals with the research background, ideas and methods. Part Ⅱ:Overview and the theory of highly skilled personnel, introducing regional macro-economic growth, human resources and other related theories. Part Ⅲ:Analysis of the current situation of training highly skilled personnel in Kunming. Part Ⅳ:The main problems of training of highly skilled personnel in Kunming. Part Ⅴ Suggestions and solutions to speed up the training of highly skilled personnel.
