To the experience of developed countries ,when the aging process of population going sharply instead of smoothly and the trend of less and less young members in a family comes into being ,the service for older persons may grows rapidly .The needs of elder service institutions are derived from reduce of healthy condition of the elder and the care function of family .To doing so ,as one part of public administration, the problems of the elder care institutions development may not be solved by the market adjustment itself. The government has the unsubstitutable responsibilities to administrate the elder care institutions. The thesis compared the needs and supplies of the institutions and their service with two clues of the needs of the elderly individual and group through the data analysis . It also use the Push-Pull Theory to predict the needs of the elderly care beds of the future .It found the such problems that the number of the elderly care beds is not enough ,the distributing of beds is not reasonable , the medical resource and the elderly service should be integrated ,etc.Facing the contradiction of needs and supplies , firstly the thesis got the tactics ,then researched the measures . These measures include that the government continues to increase the investment ,encourage the different aspect of society to build elder institution ,form the diversity and socialized elder institution development trend .Depend on the needs of elder and population distribution ,we must integrate the building of urban and suburb elder institutions construction .It also need to make the unique judging standard system to let the elder persons who need most to get the professional care and service with the limited aging welfare resource ,and so on .
