On the context of economy globalization, the education service develops quickly. WTO considers it as an important content and classification, and makes it included in the formal framework and regulation. Education service is named on the list of service trade by WTO, and the corresponding regulations are set up as well. As one of the member of WTO, our country refers the specific commitment of the concession list on its service trade, and makes a promise that China will open its own education service market in a certain degree. While it will make our education, especially the cyber education which is still on the beginning step, meet more opportunities and challenges. At present, the attention on the issue of cyber education development is not enough. Therefore, this thesis focuses on the issue of the cyber education development on the context of the liberalization of education service trade. Combining with the condition of the international the liberalization of education service, it discusses the corresponding policy that our country should make on the liberalization of education service trade, so that we can get more revelations and references on the development of cyber education in our country.This thesis consists of four parts: Firstly, introduce the basic theory, concept general principle and its classification on education service trade; secondly, discuss the condition of the liberalization of education service trade in other countries on the basis of analyzing the impetus of the liberalization of education service trade. Thirdly, analyze the condition and trend of cyber education development in our country; last but not the least, discuss the developing policy in allusion to the issues on the cyber education on the context of the liberalization of education service trade.The main ideas and conclusions of this thesis are on the following points: 1.Compared to the developed countries, the quotient of the external education service in our country on the globalization education service is too small, the education service industry in our country still faces rough challenge; 2.Though the developing scope of the cyber education in our country is huge, while there are still many problems. After entering WTO, the key action to solve these problems is on making cyber education step into market and operate it in an industrialization way. 3. On the context of the liberalization of education service trade, the cyber education in our country confronts the following issues: the operation of the system is not in an industrialization way; the property right is not clear; the policy and law is far from perfect; the technical standard and the quality evaluation system is obscure; 4. In allusion to the basic policy on the liberalization of education service trade, the cyber education in our country should develop itself in an industrialization way, and make the corresponding reform: make the property right clear, strengthen the construction of policy and law, establish the quality insurance system on cyber education, etc.
