The Collective Action's Logic Of The Underlying Protest

The article is not the general discussion which is about owing migrant workers'wage behind the phenomenon of dunning, but researching this action about the migrant workers'dunning, the significance of this distinction try to explain that the phenomenon of owing migrant workers'wages is not a major object concerned, and is only one aspect of the problem or only the cause of the background's explanation. In short, the object of the study is the phenomenon of the migrant workers'dunning and the action's logic which is associated with it. There is a social fact about owing migrant workers'wage. Based on official data analysis, the article pointed out that the governmental investment's project is the major source of the arrears, and the municipal arrears is serious particularly. This article concluded that: the owing workers'wages is mainly"the local government", the main cause is the so-called"the achievement projects,""the image projects", the low-level redundant construction and the building of unreasonable liability. Some local governments, particularly the city or the county-level governments in the absence of sufficient funds, a large number of new projects are in the construction. Being in lack of funds, construction enterprises have to construct with their funds and result in the new arrears. On the basis, this article tries to answer two questions: First, as the marginalized groups of workers, their dunning is quite hard, the success of their dunning depends on"the Government's concerning,"which means the key of dunning to success lies in changing their own behavior into"the government acts".So our question is, the workers as"a weaker"don't know that how they will converted its own their dunning behavior to"the government act". Second, when we asked who was helping migrant workers seek the wage, firstly we think that Premier Wen Jiabao seek the wage for the Three Gorges reservoir area, and the governments at all levels make efforts to recover wages for the migrant workers .But conversely thinking, I can see that the fundamental reason of owing workers'wages is"the enterprises'construction with their own funds",that is, in the"development ideology", the"image projects"and"achievement projects"which are constructed in lack of funds causing the phenomenon of owing migrant workers'wages .If the behavior that the Prime Minister on behalf of migrant workers to seek wage is regarded as"the state responsibility"or"the return of the country", the phenomenon of owing migrant workers'wages through"the enterprises'construction with own funds"is the major reason of dunning, how to understand this conflict and tension of"the government act"in the market economy. By the case'analysis of dunning, particularly the tragic way by"suicide"threating, the article pointed out that"the phenomenon of migrant workers'dunning"is a more widespread social fact firstly, and it is"the collective representation"named by Durkheim. Migrant workers'dunning often achieve its purpose through the collective force,"the dunning behavior"reflected a" logic of collective action".
