Unexpected events exist on the campus as they do in public social life, since campus is just a part of the latter. Unexpected events, as its name suggest, is unpredictable. Campus management without crisis awareness, crisis management and crisis monitoring system is dangerous and is inconsistent with the notion of public management theory. Nowadays, campus crisis management is still in the stage of hindsight. The people involved take actions after sudden events take place on the campus. They hastily set up leaders group who take their responsibilities, which fails to live up to the expectations of the public, teachers and students. Although unexpected events are unpredictable, it is by no means unpreventable. Well-preparedness ensures success and not otherwise. If unexpected events monitoring system can be established and preventing measures can be taken before they come, crisis can be effectively countered against, hence disastrous results being avoided.Based on the public management theory, this thesis is intended to explore the nature, characteristics and causes of unexpected events. The author points out that the campus management should take measures to monitor and prevent unexpected events.The author further suggests that the campus management should be mentally alert towards crisis, and general guidelines relative to unexpected events should be formulated for people to follow. Besides, crisis management mechanism as well as information monitoring system should be established so that unexpected events can be predicted and hence prevented. The author also claims that unexpected events, if happened, should be handled in a proper and wise manner. By so doing, it is believed that the peace and stability of campus can be sustained.This thesis is organized in the following way. The introductory part, with its focus on the social and practical significance of our research, serves as a stepping stone for our discussion, The first chapter is concerned with definition and classification of unexpected events on the campus. The second chapter is about the features of unexpected events, while the third chapter deals with the causes of sudden events. The fourth chapter is devoted to investigate countermeasures and responses to unexpected events.
