Ethnic education includes the general education and the ethical education. The general education of ethnic group is one of educations targeted at ethnic group, which involved in the diversity of cognition, intelligence pattern and the education level because of the particularity of culture. The responsibility of government should focus on how to shorten these gaps. The ethical education of ethnic group is based on the characteristics of culture, in order to maintain its own unique. And the cultural characteristics is a concrete embodiment of the unique, also an element of maintaining its identity. The responsibility of government should focus on how to maintain these differences. At the same time, the ethical education of ethnic group is belong to ethnic autonomous areas according to China's "Law on Autonomy of Ethnical Region", and compared to the general education, this education need the more responsibility of local governments of ethnical region autonomy.Under the direction of the public theory of education, multicultural education theory, modern government responsibility theory, study chooses the government of Enshi State as the research object, which possesses the most outstanding characteristics in the ethical education. Use the questionnaire survey, interview and literature methods. The research investigated the status of state government responsibility in the ethical education from three dimensions, namely the main body, the responsibility contents and responsibility mechanism, the actuality of Enshi government responsibility in ethical education can be realized. The problems of Enshi government responsibility is the unclear cognition of the main body of responsibility, the lack of the quantity and quality of the responsibility contents and the absence of the accountability and feedback methods of achieving the responsibility because of the economy, culture, government and law construction. Aimed at these problems, these are the following strategy. Firstly the responsibility of Enshi government should harmoniously achieved the distribution of the education service and ethical department and other correlative department on the main body of responsibility. Secondly on the contents of responsibility, it should take the position of all-around ways to implement the ethical education to develop the ethical culture. Last on the target it should constitute the responsibility system and information- feedback system of the government during the development of the ethical culture. This triplicity and circulating government responsibility mechanism is conceived for the responsibility maintaining the gap of ethical education, in order the Enshi government to regulated by law for developing the ethical culture during the ethical education. Furthermore, this case can provide the suggestions to the other area's development and the legislation of ethical education.
