The essence mean of the scientific concept of development is the development, the basic requirement is comprehensive, coordinated and sustainable. The scientific development concept is a significant strategic thinking about the building of the great cause of socialism with Chinese characteristics. At present, we must use the scientific development concept to guide the development of various social undertakings, to obtain the great victory of building a socialist harmonious society and building a well-off society. Compulsory education is a statutory education, it is the implementation of the national unity of all school-age children, adolescents must accept education, and national security must be the cause of public welfare. Coordinated development between urban and rural compulsory education to improve the overall quality of people in general, is related to national strength and prosperity, national prosperity. It embodies the fairness of the right to education, it provide endless intellectual support to build a harmonious society and promoting the cause of other urban and rural development of efficient coordination. Compulsory education is the cornerstone of the cause of national education, whether the development is coordinate or not, how development effectiveness, especially far-reaching significance. Development of urban and rural compulsory education is the result of previous urban-rural relations, but also existing urban-rural relations an important performance, at the same time it affect the future of relations between the urban and rural areas as an important factor. Posed by many members of the respective cities and rural development will be such an impact, this is the basis of education in the compulsory education stage performance particularly evident. This is bound to impact on the various aspects of urban and rural compulsory education have different performance, and thus affect "the outcome" of the future life of urban and rural students in the competition.The main body of coordinated development of urban and rural compulsory education is compulsory education, and focus on the "Development", the core of which is "coordination". This paper explained the coordinated development of urban and rural compulsory education and the significance of content as well as the starting point for focusing on the difference between urban and rural compulsory education status multidimensional analysis, exploratory the main reasons for compulsory education which lead to uncoordinated development, and proposed the related measures about realization of the urban and rural obligations the coordinated development of the education.The first part, to provide an overview urban and rural compulsory education. First, explain the meaning of urban and rural compulsory education. The coordinated development of urban and rural compulsory education is an important component part of the coordinated development of urban and rural,and compulsory education as an organic whole, and coordinate the process. Second, statements the four characteristics of the development of urban and rural compulsory education. Third, the urban and rural compulsory education on the importance of coordinated development.The second part is mainly analysis of unbalanced development of urban and rural compulsory education performance. Compulsory education in rural areas and urban development uncoordinated performance of in many fields, the popularization of compulsory education level, school conditions, the input of funds, qualified teachers and so on ,there are huge differences and disharmony factors.The third part, is the development of urban and rural compulsory education in the reasons for the lack of co-ordination. Uncoordinated development of the urban and rural compulsory education due to various reasons, mainly in the following aspects: First, the reasons for the policy regime, followed by economic reasons, the third is education itself. These reasons led to uncoordinated development of the urban and rural compulsory education.Part IV, mainly on how to realize the coordinated development of urban and rural compulsory education channels. The coordinated development of urban and rural compulsory education to, first of all, need to focus on from the policy perspective, the fruits of reform and development should benefit the majority of the people.
