The idea of shared development was put forward at the second plenary session of the Fifth Plenary Session of the Eighteenth Central Committee.It has theoretical and practical basis to rise to the height of the country.The concept of shared development absorbs the excellent achievements of scientific socialism theory and the people-oriented thought in our excellent traditional culture.Its practical basis is that the development of socialism in China,the reference of the rise and fall of the world's socialist countries,especially the reflection on the Soviet model,and the reference of the development of developed capitalist countries provide the direction for the sharing of development ideas to move towards higher goals.The connotation of the concept of shared development is rich.Who will share it,what to share and how to share it show that the main body of shared development is the whole people,which is the goal of the concept of shared development.Full-scale sharing is the content of sharing development concept.It can not be regarded as sharing economic development achievements unilaterally.It involves a wide range of contents and is comprehensive.Co-construction and sharing is the foundation,and gradual sharing is the way.Understand its connotation,use theory as guidance to analyze the problems in the process of balanced development of urban and rural education in China,and analyze the reasons for the problems.Finally,under the guidance of the concept of shared development,put forward the countermeasures to implement balanced development of urban and rural education.The problem in the process of balanced development of urban and rural education in China is that there are imbalances in terms of school-running conditions,school-runningfunds and teaching staff,which leads to a large gap in the rights and opportunities of equal education between urban and rural students.In this context,it is imperative to guide the balanced development of urban and rural education with the concept of shared development,promote the comprehensive construction of a well-off society and promote the sustainable development of society.Sharing the achievements of reform and development is not only to share the achievements of economic development,but also to share the achievements of cultural and livelihood development.In the field of culture,education equity is promoted by improving the education system.In the field of people's livelihood,education resources in urban and rural areas are allocated in a balanced way by increasing the supply of public services.Steadfastly implement the measures of benefiting the people through education so as to make the people feel better.We should carefully sort out the concept of shared development,put it into practice,combine the current situation of balanced development of urban and rural education,implement the concept of shared development,change the previous backward concept,adhere to Marx's free and comprehensive development of human beings,crack the dual structure of urban and rural areas,and concentrate all efforts on promoting the balanced development of urban and rural education.In terms of school-running conditions,the scientific and rational distribution will promote the sharing of high-quality educational resources,provide a perfect infrastructure,safe and convenient office environment and learning environment for teachers and students,and create a good teaching atmosphere.In terms of school-running funds,our government should vigorously support the balanced development of urban and rural education,actively adjust the structure of financial expenditure,and widely absorb social funds for centralized school-running.In the construction of teachers,we should balance the allocation of teachers,improve the social status and treatment of teachers,and implement the treatment of rural teachers.Form the "Internet + education" form,the Internet is a means,relying on the Internet to develop education,we should fully understand the law of education itself,strengthen the teachers' retraining of information technology,so that teachers can concentrate their efforts on giving information technology courses to students,so that they can make full use of excellent educational resources,and finally maintain the information technology equipment.In terms of security mechanism,we should give full play to the public service function of the government and strengthen the government's sense of responsibility.Strengthen the supervision and management of education,build a sunny and transparent supervision platform,and establish a diversified management system to explore the path of balanced development of urban and rural education.
