It has been proven that the compulsory education acts an irreplaceable basic role in the modern economic and social development all over the world. Both individual and country can benefit from the compulsory education. Therefore, it is a response for government to provide the compulsory education as a basic public welfare and duty of citizens in national wide fairly and equally.Although China government is always focus on the development of the compulsory education, the compulsory education in China today still have a lot of problem, one of the most serious problems is the gap between the urban and rural area. Therefore, how to ease our country city and countryside compulsory education of the present situation of unbalanced development between urban and rural areas, promote the urban and rural compulsory education reasonable balanced development, is a problem the government must faced.Begin2003, Chengdu reforms the balanced development of the compulsory education between urban and rural areas, till now nearly10years, accumulated a wealth of experience, and gradually formed with local characteristics and education development mode. The urban and rural education shows equilibrium coordinated development, and great improvement education development between the urban and rural.
