Research On The Problems And Countermeasures For The Inequality Development Of Regional Higher Education In China

The problem about the inequality development of regional higher education has existed for many years since the establishment of higher education in China. Since the reform and open-up, the regional gap of the higher education whether in scope or quality has been expanding, especially in the last few years, the quality gap has become more and more large. The inequality development of higher education not only exists between provinces, but also between the east, center and west areas and the area inequality is more important. The basic pattern for the area inequality is: The development of higher education in the east is father better than the center and west area, the center is slightly better than the west and the west is most behindhand.The inequality of regional higher education brings many problems in economy and sociality. It not only seriously restricts the economical sustainable development and the social all-area progress, but also concludes the unfair of educational opportunity and process, poses potential threat to social harmony and political stable. It also intensifies drain of human resource in universities in the center and west areas.The reason for the inequality development of regional higher education is very complex. It includes many factors, such as the economy, the system, the geography and the history. In this paper, writer believes the inequality development of regional economy is the basic factor, the investment difference is the direct factor, the regional urbanization level, the educational financial policy, the geographical environment, the historical origin and the knowledge difference are the important factors.The human capital factor is the first factor for the economical growth. Education is the main way to gain the human capital. In all levels of education, the higher education is most closely with the social and economical development. The inequality development of regional higher education is not only the result of inequality development of regional economy, but also the reason of it. The key way for realizing the regional coordinate development of economy is making the development speed in the west and center areas more quickly. The insufficient of human resource restricts the development of the center and west areas. So we must develop the education, especially the higher education in the center and west firstly to solve the economical development questions in those areas.Since the higher education is the quasipublic product, the development of regional higher education must be leaded by the government in this social and economic reforming time. Based on the present situation of inequality development of regional higher education in china and the development of society, economy and higher education, writer believes: The regional higher education should take the regional equality as a goal, take the coordinate development on talent, regional equality of economy and higher education as strategy, follow the principles that government leading, system diversifying, efficiency first, trying hard for fair and advanced gradually, in order to support the higher education in the center and west areas.Based on the empirical and theorical analysis, the Countermeasures for how to make the regional higher education equality develop are given: Enlarging the government investment; implying governmental regional compensate; setting out the policy to develop private school in the center and west areas; building the system and environment to attract talent to work in universities in the center and west areas; planning the regional layout of higher education based on regional superiority and potential industrial development; adjusting the establishment of university's special in the west, with the West-development police; taking the development of higher education into urban construction planning.
