Research On Development Strategies Of Local Universities

Local Universities in this paper refer to the common higher institutes under the management of local government.Local Universities are a main part of our higher education and they hold a larger part in our higher education system. The development of local universities plays an active role for the development of our higher education. After the implementation of"211"Project for higher education, local universities not only face the opportunity of increasing social demands, but also bear the competitive pressure.Systematical research on the development of local universities is urgent for their own development and service function for our society. Research on the current and future development strategies of local universities and solutions for them to have sustaining, stable, and healthy development not only play an active role for the existence and development orientation of local universities, but also are very important for our higher educational development.Based on two main methods of literature analysis and comparative approach, the thesis begins with analysis of the current situation of local universities, then systematically studies the current situation, advantages, problems and insufficiency of local universities from the development orientation, enrollment, the construction of teaching staff, scientific research, training of the characteristic disciplines and talents to serve for the local development, and so on. The paper focuses on the basic issues of scientific orientation, talents training orientation, construction of scientific research and characteristic development as follows:Firstly, give the exact orientation to the guiding ideology, talents training mode and specialty setting for running local universities from the point of higher educational orientation and the analysis on local universities'characteristics.Secondly, illustrate the characteristic path for local universities to suit the local conditions in order that local universities can promote local economic development. Thirdly, from the construction of teaching staff, study the strategies of training teaching staff in local universities.Fourthly, from the development of scientific research feature and the function of science and technology innovation system, discuss the breakthrough gap for local universities'scientific research development and the basic way to establish science and technology innovation system.Through research on local universities development strategies, the purposes are to (1) make the national authorities realize the importance of local universities in national education system and strengthen the emphasis and supporting their scientific research; (2) make the local government fully realize the importance of local universities in local social, economic, science and technological development, strengthen more support to local universities and give full play to the function of serving the local; (3) make local universities know their orientation and strengthen self-construction, put forward strategies for reference to enhance level and quality and offer theoretical directions ; (4) offer a systematical research of development strategies for local universities.Through analysis and research, the paper gets the following conclusion: local universities must clarify their developing aim and set a scientific orientation to maintain a stable, healthy and sustaining development; local universities must follow a characteristic path to suit the local conditions in order to promote local economic development; local universities must pay high attention and emphasis to construction of courses and teaching staff; the scientific research must closely combined with local economic development level; local universities must cooperate with local government to promote college-enterprise, college-research and college-college cooperation. In summation, local universities should make sure the orientation in development, talent training and scientific research, persist in the aim of serving the local and serving the region, centralize the limited resources and follow the characteristic path.
