The opinions of Friedman's economics and social philosophy are on the basis of freedom. He advocates free market economy, opposes the national intervention, and prizes freedom and rights. These ideas gestated his social welfare thoughts collectively. On the basis of introducing his economical and social philosophy ideas, this paper expounds Friedman'criticism and proposition towards western social welfare.First of all, this paper discusses Friedman's economic ideas from three aspects. The first one is his opinion about market economics. The second one is monetary theory and policy. The third one is inflation and unemployment. And then this paper concludes his social philosophy ideas from two aspects. One is Friedman'thoughts about freedom and rights. The other is the explanation of government and power.Secondly, this paper expatiates on Friedman's criticism to the welfare states from two aspects. First part is the criticism of the institutional theory of western welfare states: firstly it argues against the limited of personal freedom and choice; then it argues against the importunity of result equality; at last it argues against the national monopolization of welfare. Second part is the criticism of the inefficiency of welfare states'policy form economic policy and social policy.Thirdly, this paper expounds Friedman's proposition to the social welfare system. First of all, this paper analyzes the reason and solution of poverty. Then it introduces Friedman's negative income tax instead of social insurance in welfare states. Finally it introduces Friedman's thoughts about the innovation of educational system.Ultimately, this paper gives an evaluation to Friedman's welfare thoughts. Firstly, it expounds the development of liberalism by Friedman's contribution in the point of view of neo-liberalism. In the next part, it compares the divergent thoughts of the three important welfare genres on the welfare principles and system design. In the end, this paper gives a summarizing to Friedman's social welfare thoughts.
