From Complementary To Interaction:the Evolution Process Of Western Social Welfare Thought

In this paper,the evolution of western social welfare thought is divided into two stages:complementary social welfare thought and interactive social welfare thought.This distinction is not based solely on the devel opment of historical order and the division of welfare schools,but after an in-depth analysis of the evolution process of western social welfare thought.From modern to contemporary social welfare in nature defined by redistribution field gradually expand outward,to the field of modem western social welfare is mainly focused on production in the field of non-product ion resource redistribution,contemporary evolution as two connotation:the production field to non-production areas of resource redi stribution;Cooperation between non-production department and production department.The common development of these two connotations presents more possibilities for social welfare.At the same time,in the ideological field,modern social welfare belongs to a highly ideological issues,who is more efficient,the government and the market who dominate the fai r and other issues have been discussed.In modern times,the social wel fare has been largely beyond the ideological field,more emphasis on the government,market,family and community welfare provide a path between the mutual cooperation,support each other.Based on the above analysis,this paper summarizes modern western social welfare thoughts as complementary social welfare thoughts.Complementary which complement each other,no matter the welfare provide main body is a bivariate or multivariate,exists in the society all assume a fixed total welfare demand,therefore the provision of welfare subject on welfare provided in a reciprocal relationship.Both classical liberalism economics dominated by residual incremental system of social welfare,the state interventionism dominant under the type of social welfare or welfare contraction of new liberalism thought,assumed fixed welfare aggregate demand,and on this basis of welfare provide share discussion,therefore belongs to the welfare of the complementary ideas.In general,as a framework of ideas,these ideas can be logically self-consistent,but as a policy tool,its effectiveness is often called into question.The reason is that the social welfare has not only is a kind of fixed calculable current demand,but a highly dynamic demand,complementary ideas of social welfare is only at the time of the historical background,under various conditions formed by the comprehensive welfare solution.Therefore,in the contemporary era when material conditions and technological conditions have a great development,social welfare thought gradually evolved from complementary to interactive social welfare thought.Interaction is interaction.In this paper,the interactivity of interactive social welfare thought has two main meanings.First,the benefits provide the two-way interaction between the path and the welfare recipients;Second,different benefits provide paths to each other's interactions.The first interaction is mainly in the giddens's "third way"theory proposed that the concept of "positive benefits",broke through the original fixed overall benefit view,no longer believe that the social welfare only belongs to the static supply mechanism,so as to make the social welfare by one-way delivery to the bidirectional interact ion,in the field of welfare benefits to provide and welfare receiving subject dynamic interaction has become a consensus.The second kind of interaction is that the different benefits provide paths to each other and they can be seen in all kinds of contemporary welfare thoughts.Based on the extensive consideration of theoretical application,this paper selects three kinds of contemporary social welfare thoughts to analyze its interactivity.There are social quality theory,fiscal and taxation welfare theory,developmental social policy and so on.In this paper,it is necessary to pay more attention to the specific interaction mechanism between the welfare state and the welfare state.Some provide path to change certain elements of social welfare,such as economic structure,the structure of the power relation,identity formation and citizens' personal ability and social moral structure of intermediate mechani sm,and then to other welfare provide supplementary,activation path generates positive or negative restriction,the interaction between different welfare provide path will shape di fferent interactive network of social welfare,so we need to find out the possibility of their positive interaction and institutionalised,find out the possibi l ity of the negative or vicious interaction and improved,thus between benefits and wel fare recipients,between welfare provide path,formation of interactivity.It no longer pay attention to each department in welfare provide belongs to dominate or complementary role,and argue for different situation,also condition,so as to make the social welfare is not only on the concept framework can justify,when as a policy tool,can also be more adaptable to different region formed by the different time of highly differentiated benefit demand,then forms a dynamic sustainable welfare provide network.This will change the direction of society as a whole,and therefore more profound and important to the welfare recipients.Finally,based on the research on the evolution of the western social welfare thought process,closely combining the reality of China,from the social welfare,social relief,social security,and other areas of the specific studies the process of the evolution of social welfare development in our country under the new era of enlightenment.
