Policy Evaluation On The Hortation And Assist System For Partial Planned Parenthood In The Rural

In order to solve the problems that the special families which have only one child or two daughters facing, our government constitute"the hortation and assist system for partial planned parenthood in the rural"which aims at this special group and was taken into effect in part of our country in May of 2004 and it was extended in 2005 .So in this background, to evaluate the policy performing condition in the experimental units has great academic and practical significance. This thesis is separated into five parts:The first part is introduction. It mainly states the proposition of the question and its study significance, reviews the theories correlating with policy evaluation and"the hortation and assist system for partial planned parenthood in the rural"and points out their insufficiencies, introduces the study method and defines the relevant concepts at last.The second part is the constituting and actualization of the hortation and assist system. It states the background, its constituting of the hortation and assist system and the experimental contents and status quo in the experimental units. The circs of experimental units mainly includes the first experimental units in 2004 and its extensions in 2005, the contents and qualifications of the system.The third part is the systematizing evaluation on the operations of the policy in experimental units, which is the most important point of this paper. The evaluation falls into four spheres: policy provision, operations and implementations policy, the masses' judgments or opinions of policy effect and their credibility to the policy. Then sum up the questions which consist in the very policy and operations on the basis of the system evaluation. After systematizing evaluation on the policy, we conclude: most of mass consider that the policy is reasonable about the qualification of procreation for the hortation and assist object. But some of them think that the standard for the sum of hortation and assist is abound to be high and the standard for age tends to low. About the function of the policy, the rate of knowing is high, most of hortation and assist objects satisfied with confirm procedure and think that it is convenient to get the hortation and assist annuities; policy supervision has got good effect principium; the function of hortation and assist money is considered about improving the life of the elderly, lightening the burden of young ones of the elderly, maintaining the low level of procreation, changing the extreme idea of mass about children's gender and improving the relationship between the cadre and mass; most of mass trust in the procedure of the policy. The hortation and assist policy and its operation also have some problems, such as separating person and registered permanent residence, adopting, remarrying and so on.The forth part propose amendments to policy with comment and suggestions, conclude useful experiences deserving popularizing and propose better advice aiming at those problems in the regulation and performance of the policy in order to achieve policy goals much better. Including seven pieces of propositions: regulating the standard of hortation and assist; extending the scale of hortation and assist; operating classifying management and layered hortation; mobilizing the whole society to participate and establish hortation fund of planned parenthood; enlarging the service, doing remediation and daily management well, establishing effective system for hortation; developing system for ensuring a minimum standard of living, quickening medical care and establishing social security system in the rural; simplifying and perfecting some procedures during the operation of hortation and assist system.In the end, it takes a simple summary and points out the deficiency of this research.
